I made a new save just to cheat with with my character, Clerical Error, and set his level to 255, and all his skills and attributes to 100 (as far as they can go without enhancements) and proceeded to look around for things to crush under my might. Some things in the game do have maximum levels, such as guards which contrary to popular belief are not always going to be 10 levels higher than you, thus making them impossible to overpower, but other things do not have maximum levels, such is the case with Ogres. I couldn't even scratch him and he killed me in 2 hits.
While it is unlikely that anyone will ever approach a level this magnitude normally (not without using the old trick used in Morrowind of making your stats to 100, then going to jail and maxing them out again until you hit the maximum level) it would appear as though some monsters are near impossible to defeat using normal methods.
