This is a tranformer at a substation. The low voltage side of this transformer shorted, causing an arc that ate away the steel transformer case. The mineral oil inside started to boil from the heat, gushing from the sides and causing the explosion. Firefighters were standing on a hill nearby but could not attempt to put it out, as it was still energized.
